Go ahead and test the PSU (swap a diff PSU and try to boot) and if that doesn't work, replace the CMOS battery (cheap to do, just a trip to the store). This is most likely caused by a failing CMOS battery. If this doesn't work, what is happening is that your CMOS data is corrupted. you will have to reset your values for your overclock. Any changes in you BIOS configuration will be reset. After this, you change a jumper (can be found in your mobo manual) on the motherboard, wait ~10 seconds and change it back. To do this, you typically unplug the power (preferably all cables), ground yourself (touch your PSU, the metal part) and then remove the CMOS battery (usually a circular lithium ion battery of silvery color).
